Completely separate php and python builds on debian
We seem to end up with conflicting buildflags on Ubuntu 20.04 otherwise,
and this approach seems cleaner in either case.

Workaround for focal not having php 7.0.
As soon as bash is installed all following php evaluations are no longer tried,
so we apply yet another workaround.
